You can attach them to the hat in whatever way seems best to you; glue, sewing, or any other way that springs to mind. Here are some accessories that you can add to your Steampunk hat:

Just simply wrap them around your top hat and the elastics will hold in place. If you want to make sure that they do stay in place, a couple of stitches around the band might be a good idea.
